Recommendation: Approve six contractors to be included on the list of Pre-Qualified Asbestos/Lead Abatement, Mold Remediation (Including AC Ducts and Units), Soil Remediation, Demolition and Petroleum Storage Tank Removal Contractors for environmental services.
Specific Explanation: The General Services Department (GSD) recommends approval of the six contractors listed below as pre-qualified asbestos/lead abatement, mold and soil remediation, demolition and petroleum storage tank removal contractors for environmental services only:

2. Arrow Services Incorporated, 10202 Airline Drive, Suite A, Houston, Texas 77037
3. Emanuel Enterprises, LLC, 8607 Kempridge Street, Houston, Texas 77080
4. Grant Mackay Demolition Co., 3717 Mesa Drive, Houston, Texas 77013
5. Remediation Resq LLC dba Restoration Resq, 10413 Rockley Road, Suite 300, Houston, Texas 77099
6. Sitek Omni Services, LLC, 1780 Roughneck Drive, Humble, Texas 77338
On June 28, 2017, by Motion No. 2017-0321, City Council approved a list of thirteen (13) contractors as pre-qualified asbestos/lead abatement, mold and soil remediation, demolition and petroleum storage tank removal contractors for environmental services. Since 2017, two of those contractors have ceased business operations. Approving the additional six contractors guarantees that the City will be able to secure required environmental services when needed. The City will only issue requests for plans, specifications and contracts for asbestos/lead abatement, mold and soil remediation, demolition, and petroleum storage tank removal projects for the City of Houston from these pre-qualified contractors.
On July 2 and July 9, 2021, GSD advertised a Request for Qualifications containing selection criteria that ranked respondents on licenses, certifications, job experience, work history and workforce. Six new firms submitted Statements of Qualifications. Representatives from GSD reviewed the qualifications and determined that all six firms meet the advertised criteria.
