S87 - E30094 - Approve the purchase of a fire rescue boat and trailer through the Interlocal Agreement for Cooperative Purchasing with Buyboard in the total amount of $185,000.00 for the Fleet Management Department on behalf of the Houston Fire Department.
Specific Explanation:
The Director of Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the purchase of a fire rescue boat and trailer through the Interlocal Agreement for Cooperative Purchasing with Buyboard in the total amount of $185,000.00 for the Houston Fire Department and that authorization be given to issue a purchase order to Boat Right Marine, Inc. The department's personnel will utilize this boat to respond to search and rescue missions during flooding situations throughout the City of Houston. The funding for this boat and trailer is included in the adopted FY22 Capital Improvement Plan (CIP).
This new boat will come with a warranty of 12-months on the boats materials and workmanship for commercial use. This boat and trailer is an addition to the Houston Fire Department fleet.
This recommendation is made pursuant to subsection 271.102(c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services."

M/WBE Zero Percentage Goal Document approved by the Office of Business Opportunity.
Hire Houston First:
This procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing agreement for this purchase.
Fiscal Note:
No significant Fiscal Operating impact is anticipated as a result of this project.
