S87-E30096 - Approve the purchase of fourteen (14) complete ambulance cab and chassis mounted with modular bodies through the Interlocal Agreement for Cooperative Purchasing with the Houston-Galveston Area Council (HGAC) in the total amount of $3,192,580.00 for the Fleet Management Department on behalf of the Houston Fire Department.
Specific Explanation:
The Director of Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the purchase of fourteen (14) complete ambulance cab and chassis mounted with modular bodies through the Interlocal Agreement for Cooperative Purchasing with Houston-Galveston Area Council (HGAC) in the total amount of $3,192,580.00 for the Houston Fire Department and that authorization be given to issue a purchase order to Knapp Chevrolet, Inc. The department's personnel will utilize these vehicles to respond to emergency situations throughout the city. The funding for these complete ambulances is included in the adopted FY22 Capital Improvement Plan (CIP).
These fourteen (14) ambulance cabs and chassis mounted with modular bodies will come with a full three-year/36,000-mile bumper-to-bumper warranty. The life expectancy of these units is ten (10) years. These new gasoline-powered vehicles will meet all of the EPA's current emission standards for vehicles with gasoline engines. These new vehicles will replace existing vehicles that have reached their life expectancy and the old units will be sent to auction for disposal.
These ambulances will include the hPower Idle Reduction System which provides power for all DC requirements, by integrating with the apparatus chassis drivetrain and electrical systems. With this system the Houston Fire Department will be able to promote cleaner air for the environment and provide operators with cab comfort without running the vehicles engine.
This recommendation is made pursuant to subsection 271.102(c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services."

Hire Houston First:
This procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing agreement for this purchase.
Fiscal Note:
No significant Fiscal Operating impact is anticipated as a result of this project.
