Summary:

ORDINANCE appropriating $811,000.00 out of Parks Consolidated Construction Fund; approving and authorizing agreement for Soccer Field Improvements to Phase II of Houston Amateur Sports Park (“Reimbursement Agreement”) among DYNAMO SOCCER SP, LLC, HOUSTON AMATEUR SPORTS PARK LGC, INC, and City of Houston, Texas - DISTRICT D - EVANS-SHABAZZ

Background:

The Mayor’s Office of Economic Development recommends that City Council: (1) Appropriate $811,000.00 from Fund 4502 (Parks Consolidated Construction Fund) for reimbursement of eligible project cost for the construction of a second championship-grade soccer field (“Championship Field #2”) at the Houston Amateur Sports Park; and (2) Approve and authorize a reimbursement agreement between the City, Dynamo Soccer SP, LLC (the “Dynamo”), and Houston Amateur Sports Park LGC, Inc. (the “HASP LGC”) related to Championship Field #2 (the “Agreement”).

The HASP LGC is the local government corporation incorporated in 2010 to aid and act on behalf of the City for the management, operation, and improvement (Ord. No. 2010-981; as amended by Ord. No. 2018-85) of an approximately 120-acre tract of City-owned land located along the north side of Sims Bayou, between SH 288 and Kirby Drive (the “Sports Park”). The Dynamo entered into an agreement with the HASP LGC to operate, maintain, manage, and market approximately 77-acres (Phase I and II) of the Sports Park in 2011. Phase I included the construction of six soccer fields, one championship-grade soccer field, a parking lot, and related improvements. Part of Phase II will be completed with the construction of Championship Field #2. The remaining Phase II improvements will occur later as additional funding sources are identified.

The Sports Park offers amateurs and semi-professional athletes space for practices, league play, camps, and tournaments. The public may also rent the facilities for recreational purposes. Current use of the Sports Park warrants the construction of an additional championship-grade soccer field to accommodate demand. As a result, the HASP LGC Board approved the Agreement and authorized the construction of Championship Field #2 on June 24, 2021.

The $811,000 is the remainder of funds for the construction of the Sports Park from the 2012 bond measure. Any project cost above the $811,000 reimbursement limit and on-going maintenance expenses for Championship Field #2 are the sole responsibility of the Dynamo.
