S80-E30084 H - Approve the Purchase of medium and heavy-duty cab & chassis and truck bodies through the Interlocal Agreement for Cooperative Purchasing with the Houston-Galveston Area Council (HGAC) in the total amount of $2,782,504.12 for the Fleet Management Department on the behalf of Houston Public Works.
Specific Explanation:
The Director of Fleet Management and the Chief Procurement Officer recommend that City Council approve the purchase of medium and heavy-duty cabs & chassis and truck bodies through the Interlocal Agreement for Cooperative Purchasing with H-GAC in the total amount of $2,782,504.12 for Houston Public Works and that authorization be given to issue purchase orders to the H-GAC contractors as shown below. These trucks will be used by Department personnel to provide services to the citizens throughout the City.
HGAC Contractor:
Chastang Enterprises-Houston LLC dba Chastang Ford: Approve the purchase of one (1) 8,000-lb Gross Vehicle Weight Rating (GVWR) cab and chassis mounted with service body; one (1) 16,000-lb GVWR crew cab and chassis mounted with utility body with telescope and crane; two (2) 16,000-lb GVWR cab and chassis mounted with platform stake bed body; two (2) 16,000-lb GVWR cab and chassis mounted with utility body and one (1) 19,500-lb GVWR cab and chassis mounted with herbicide sprayer body in the total amount of $585,097.00.
Rush Truck Centers of Texas, LP: Approve the purchase of one (1) 36,200-lb Gross Vehicle Weight Rating (GVWR) cab and chassis mounted with asphalt distributor body; three (3) 50,000-lb GVWR cab and chassis mounted with sewer cleaning body; three (3) 60,000-lb GVWR cab and chassis mounted with 20-cubic yard dump body; one (1) 66,000-lb GGVWR cab and chassis mounted with roll-back body; and three (3) 66,000-lb GVWR cab and chassis mounted with 20-yard dump body in the total amount of $2,197,407.12.
These new cab & chassis will meet the current EPA emission standards for vehicles with gasoline and diesel engines. These cabs & chassis, truck bodies and assorted equipment will come with full warranties ranging from two years/unlimited miles to five-year/100,000-mile warranty. The life expectancy of these vehicles is seven years or 100,000 miles. These new vehicles will replace existing vehicles that have reached their useful life and will be sent to auction for disposal.
This recommendation is made pursuant to subsection 271.102(c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services."

Hire Houston First:
This procurement is exempt for the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.

Funding for this item is included in the FY2022 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
