SUBJECT: Interlocal Agreement between the City of Houston (City) and Memorial City Redevelopment Authority (Authority) for Briar Branch (W140-01-00) Channel and Straws Improvements.
RECOMMENDATION: Adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston (City) and Memorial City Redevelopment Authority (Authority) for Briar Branch (W140-01-00) Channel and Straws Improvements and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Memorial City Redevelopment Authority Street Improvement project.
DESCRIPTION: The Authority’s project consists of the installation and construction of street improvements including removal of existing sidewalks, installing ADA ramps at Bunker Hill, installing eight biker/pedestrian signs and 2 bullnose signs, installing a 24” X 10” white crosswalk across Witte, and installing a 20’ raised median. This portion of the project is part of the Memorial City Redevelopment Authority/TIRZ 17 whereas the Authority is contributing the overall cost of $18,794.957.00.
LOCATION: The project area is generally bound by Long Point Road on the north, Katy Freeway on the south, Bunker Hill Road on the east, and Gessner Road on the west.
SCOPE OF THE AGREEMENT AND FEE: The agreement between the City and the Authority entails installation and construction of street crossings at each end of Briar Branch. This work will be accomplished by a change order. The City agrees to reimburse the Authority $12,782.22 towards the total cost of the change order totaling $34,086.63. The Authority will be contributing $8,522.00 and TIRZ 17 will be contributing the remaining $12,782.41. Council District A is contributing Council District Service Funds (CDSF) for the total amount of $12,782.22.
The total requested appropriation of $14,699.55 is to be appropriated as follows: $12,782.22 for cost of the project, $1,278.22 for contingencies and $639.11 for CIP Cost Recovery. The appropriation for CIP Cost Recovery is necessary to fund project management costs but will not be charged to District A’s CDSF.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
