SUBJECT: First Amendment to the Construction Contract for Sanitary Sewer Rehabilitation by Cured-in-Place Pipe Method Project.
RECOMMENDATION: Adopt an Ordinance approving and authorizing a First Amendment to the Construction Contract with Texas Pride Utilities, LLC for Sanitary Sewer Rehabilitation by Cured-in-Place Pipe Method Project.
DESCRIPTION/SCOPE: This project consists of sanitary sewer rehabilitation by cured-in-place pipe method. This is a work order driven project. Work orders will be issued and prioritized based on factors that include but are not limited to sanitary sewer overflow and stoppage history, as set forth in the wastewater consent decree with the EPA and TCEQ. The contract duration for this project is 730 calendar days. A Notice to Proceed has not been issued for commencement of work.
PRIOR COUNCIL ACTION AND SCOPE OF THIS AMENDMENT:
The original construction contract was approved by City Council on May 12, 2021 by Ordinance No. 2021-0384. On July 27, 2021, the Texas Water Development Board granted a Categorical Exclusion (CE) from a full environmental review for the City’s Clean Water State Revolving Fund (CWSRF) loan. As a condition of the CE, the City must comply with agreed upon environmental conditions. These conditions are being added to the State Revolving Fund (SRF) Supplementary Conditions of the contract, specifically Document 00802, through this amendment.
