Enact an ordinance approving and authorizing a Construction Contract with PRCHOU LLC for the METRO Bus Drive Lane Reconstruction Project at William P. Hobby Airport (HOU) and appropriating $479,472.00 from the Airports Renewal and Replacement Fund (Project No. 236).
SPECIFIC EXPLANATION:
The drive lane for Metropolitan Transit Authority of Harris County (METRO) buses and the associated concrete pavement, as well as the adjoining commercial traffic lane, along the Hobby Airport Loop have reached the end of useful life. PRCHOU will be responsible for the reconstruction of the two lanes of the commercial vehicle segment of the arrivals level roadway (approximately 580 feet in length). Located to the north of the terminal building at the ground level, between the Red Garage and the passenger pick-up area, the project also includes the replacement of non-functioning in-pavement lights, associated electrical conduit, conductors, crosswalk markings, and signage.
HAS and METRO have proposed that the project be divided in four construction phases to ensure roadways remain open during the construction duration.
Professional Engineering Services were provided by Atkins North America.

An Invitation to Bid (ITB) was advertised in the Houston Chronicle on March 19, and March 26, 2021.Six bids were received on May 6, 2021 and are tabulated as follows:

After review of the bids, HAS recommends that PRCHOU LLC be awarded this Contract based on their low, responsive bid meeting specifications in the amount of $378,727.00.
The contract duration is 180 calendar days.

Material Testing Services Contract:
Material Testing Services will be provided by Geotest Engineering, Inc., under Contract Number 4600016475.
Hire Houston First:
The proposed contract requires compliance with the City’s “Hire Houston First” (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. PRCHOU LLC is a designated HHF company, but they were the successful awardee without application of the HHF preference.
Pay or Play:
The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors. In this case, PRCHOU LLC will exercise the “Pay” option.
M/WBE Participation:
As this total construction contract amount is below $1,000,000.00, an M/WBE goal will not be applicable to this project.
CIP Fiscal Note:
No significant Fiscal Operating impact is anticipated as a result of this project.
