SUBJECT: Advance Funding Agreement between the City of Houston (City) and Texas Department of Transportation (TxDOT) for the 2020 Highway Safety Improvement Program (HSIP).
RECOMMENDATION: Adopt an ordinance approving and authorizing an Advance Funding Agreement between the City of Houston (City) and Texas Department of Transportation (TxDOT) and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: The Texas Transportation Commission passed Minute Order Number 116073 authorizing the State to undertake and complete roadway and intersection improvements for the 2020 HSIP.
DESCRIPTION/SCOPE: This project consists of installation of traffic signals, construction of roundabouts and traffic signal improvements.

SCOPE OF THE AGREEMENT AND FEE: The agreement between the City and TxDOT is for the installation of traffic signals, construction of roundabouts and traffic signal improvements. The City will be responsible for managing the design and construction of the improvements. TxDOT has submitted a cost estimate of $3,006,939.00 for the project. The Federal participation will be $1,983,890.00 along with the State’s participation of be $1,049.00. The City will be contributing $1,000,000.00 for the cost of the project plus $22,000.00 for a review fee for a total cost of the project of $1,022,000.00.
The City will be utilizing funds in the amount of $1,000,000.00 from an existing contract with Traffic Systems Construction, Inc. previously approved by City Council on September 8, 2021 under Ordinance No. 2021-0787. In addition, $23,100.00 will be appropriated as follows: $22,000.00 for cost of the project and $1,100.00 for CIP Cost Recovery.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
