Specific Explanation:
The Director of the Mayor’s Office of Cultural Affairs and the Chief Procurement Officer recommend that City Council approve an amendment to Council Motion 2021-404 to increase the spending authority from $40,000 to $150,000 to Houston Arts Alliance (HAA) for the support, advancement, and promotion of the arts and that authorization be given to issue a purchase order.
HAA is a non-profit charitable corporation and the City’s Local Arts Agency (LAA) and is uniquely skilled in performing the varied professional arts services for the City of Houston with a special emphasis as the grant manager of the City’s Arts Grant Program. The work of HAA encourages Houston’s development and shapes its global reputation by fostering tourism and supporting and promoting the City’s creative economy. LAAs promote, support, and develop the arts at the local level ensuring a vital presence for the arts throughout America’s communities. LAAs are diverse in their makeup and have many different names and embrace a spectrum of artistic disciplines. But each LAA, in its own way, works to sustain the health and vitality of the arts and artists locally, while also striving to make the arts accessible to all members of a community. In Houston, this role is held by the Mayor’s Office of Cultural Affairs and HAA is an extension delivering its services.
HAA shall use the funds it receives from the City in strict accordance with both the original and the first amendment to the addendum to the purchase order to expend the total amount to Advocates for a Latino Museum of Cultural & Visual Arts Complex & Archives Houston, Harris County (ALMAAHH).
This recommendation is made pursuant to subsection 252.022(a)(4) of the Texas Local Government Code, which provides that " a procurement for personal, professional, or planning services" is exempt from the competitive requirements for purchases.
