Background:

Formal Bids Received September 2, 2021 for S80-N29983 - Approve the purchase of two mobile hydraulic hammers from Mustang Machinery Company, LLC in the total amount of $506,530.90 for the Fleet Management Department on behalf of Houston Public Works.

 

Specific Explanation:

The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the purchase of two mobile hydraulic hammers from Mustang Machinery Company, LLC on its bid meeting specifications in the total amount of $506,530.90 for Houston Public Works (HPW), and that authorization be given to issue a purchase order.  These mobile hydraulic hammers will be utilized by department personnel for breaking up streets for repair throughout the City of Houston.  

 

This project was advertised in accordance with the requirements of the State of Texas bid laws. Eight prospective bidders downloaded the solicitation document from SPD's e-bidding website, and two bids were received as detailed below.

2. Midwest Equipment Manufacturing, Inc.  $454,514.00 (Did not Meet Specifications)

 

These units will come with a minimum ninety day (90 day) or five hundred hours (500 hours) manufactural warranty for parts and labor.

 

M/WBE Participation:

MWBE Zero Percentage Goal document approved by the Office of Business Opportunity.

 

Hire Houston First:

The proposed contract requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation.  Mustang Machinery Company, LLC does not meet the requirements for HHF designation, no HHF firms were within three percent.

 

Fiscal Note:

Funding for this item is adopted in the FY2022 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial Policies.
