It is recommended that Council authorize the director of the Mayor’s Office of Public Safety & Homeland Security to apply for, accept received awards, and to request and/or accept any amendments/modifications to this agreement or any subsequent agreements necessary to secure Houston’s allocation through this grant program (not to exceed five years).
The FY2021 Regional Catastrophic Preparedness Grant Program, as appropriated by the Department of Homeland Security Appropriations Act, 2020 (Pub. L. No. 116-93), provides resources to close known preparedness capability gaps, encourages innovative regional solutions to issues related to catastrophic incidents and builds on existing regional preparedness efforts.
The City of Houston requests authorization to apply for, accept, and manage funds that will be used to develop a suite of products and events under this initiative to include:
- Supply chain dependency map and interdependency matrix;
- Vulnerable community identification tool, report, and workshop;

Personnel to execute goals of the Regional Catastrophic Planning Initiative program;

Regional lifeline seminars, exercises, and training materials.
COST SHARE
The City of Houston is offering a total in-kind support of $60,571.26, or roughly 11% of the total requested grant award. General fund personnel within the Houston Police Department’s Catastrophic Planning Unit will provide time and effort toward program objectives. Personnel cost in these efforts will meet the cost share offer.
