RECOMMENDATION:
Enact an Ordinance approving and authorizing a Purchase and Sale Agreement between the City of Houston, as seller, with the United States Government on behalf of National Aeronautics and Space Administration (NASA), as buyer, in connection with the sale of three parcels of land and all improvements thereon, at Ellington Airport (EFD).
SPECIFIC EXPLANATION:
In 1984, the City of Houston purchased EFD on behalf of the Houston Airport System (HAS) from the U.S. Government pursuant to an indenture agreement which reserved certain rights to the U.S. Government, including the right to buy back part or all of EFD.
NASA is developing a $25 million Aviation Logistics and Operations Facility (ALOF) and needs to acquire additional land to meet its development requirements. It is now requested that City Council approve a Purchase and Sale Agreement with the U.S. Government, on behalf of NASA, as buyer, for the sale of three parcels of land totaling approximately 6.29 acres and all improvements thereon, at EFD at a price of $927,568.00. The property is located adjacent to NASA’s fee-simple owned land. The purchase price meets or exceeds the appraised value of the parcels, as determined by a professional appraiser under contract with the City. The Federal Aviation Administration (FAA) has approved the sale of the property to NASA.
