SUBJECT: Accept Work for a 42-Inch Water Line from West Bellfort Avenue to Bissonnet Street Along Braes Forest Drive and Centerpoint Energy Fee Strip.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $13,290,113.75 or 2.19% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of Surface Water Transmission Program by the City of Houston and was required to improve existing water distribution systems and to meet Harris-Galveston Coastal Subsidence District's Legislative mandate to regulate the withdrawal of groundwater.
DESCRIPTION/SCOPE: This project consisted of approximately 12,500 linear feet of proposed 42-inch water transmission line; that included tunnel crossings, utility adjustments, pavement replacement and replacement of approximately 2,400 liner feet of 20-inch water line with related appurtenances. Dannenbaum Engineering Corporation and Lockwood, Andrews & Newnam, Inc. designed the project with 591 calendar days allowed for construction. The project was awarded to SER Construction Partners, LLC with an original Contract Amount of $13,588,215.48.
LOCATION: The project area is generally bound along Braes Forest Drive and CenterPoint Energy Fee Strip from West Bellfort Avenue to Bissonnet Street.
CONTRACT COMPLETION AND COST: The Contractor, SER Construction Partners, LLC., has completed the work under the subject Contract. The project was completed within the original Contract time. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos 1 - 4 is $13,290,113.75, a decrease of $298,101.73 or 2.19% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 12% MBE and 7% WBE (19% total). The M/W/SBE goals approved for this project were 12% MBE, 4.83% WBE, and 2.18% SBE (19.01% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 17.17% MBE, 3.33% WBE, and 3.35% SBE (23.85% total). The standard for meeting MWSBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s M/W/SBE performance on this project was rated Outstanding for the following reasons: The Prime exceeded the contract goals and utilized all goal credit subcontractors. For the reasons listed, the Contractor’s performance meets the intent and spirit of the City’s MWSBE program.
