SUBJECT: Joint Participation Interlocal Agreement between the City of Houston (City) and Harris County (County) for Oates Road (Project).
RECOMMENDATION: Adopt an ordinance approving and authorizing a Joint Participation Interlocal Agreement between the City of Houston (City) and Harris County (County)for Oates Road (Project) and accept funds.
PROJECT NOTICE/JUSTIFICATION: This Project involves constructing improvements to Oates Road in and around Wallisville Road to Beaumont Highway (Old Hwy 90) of which improvements include rehabilitation of Oates Road.
DESCRIPTION: This Project consists of constructing improvements to Oates Road in and around Wallisville Road to Beaumont Highway (Old Hwy 90). The City will provide or cause to be provided, engineering services and related support services necessary to prepare plans, specifications, and estimates for the construction of the Project as generally illustrated in Exhibit A. The City shall be responsible for obtaining all necessary permits and jurisdictional approvals for construction of the Project and for all utility relocation efforts including pipelines.
LOCATION: The Project area is generally bound by Beaumont Highway (Old Hwy 90) on the north, Wallisville Road on the south, Greens Bayou on the east, and Mesa Road on the west.
SCOPE OF THE AGREEMENT AND FEE: Under the agreement, the County will provide (50%) of the cost, not to exceed $1,100,464.88. The City is responsible for the remaining 50% of the Project cost of $1,100,464.88. The City will utilize an existing construction contract with ISI Contracting, Inc. approved by City Council on June 23, 2021 under Ordinance No. 2021-0546 to construct the improvements. The improvements to Oates Road consists of milling and overlay along with shoulder improvements. The City will resume maintenance of Oates upon completion of the Project.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
