Background:

SUBJECT:  Accept Work for FY2019 Pavement Repair & Rehab Work Orders #1

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $6,037,222.32 or 0.62% over the original Contract Amount, accept the Work and authorize final payment.

PROJECT NOTICE/JUSTIFICATION: This project was part of the City Wide Panel Replacement program and was required to improve and maintain a safe road surface and accessibility.

DESCRIPTION/SCOPE: This project consisted of the resurfacing of arterial and major thoroughfare streets with concrete panel replacement along with the repair and improvements to curbs and accessible ramps. The project involved the design and construction of concrete panels, base repair and pavement markings as needed. The project was designed in-house with 730 calendar days allowed for construction. The project was awarded to JFT Construction, Inc. with an original Contract Amount of $6,000,000.00.

LOCATION: The project was located in three locations.

CONTRACT COMPLETION AND COST: The Contractor, JFT Construction, Inc., has completed the work under the subject Contract. The project was completed on time. The final cost of the project, including overrun and underrun of estimated unit price quantities, and Change Orders 1 and 2 is $6,037,222.32, an increase of $37,222.32 or 0.62% over the original Contract Amount and under 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.

M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 11.00% MBE and 7.00% WBE (18.00% total). The M/W/SBE goals approved for this project were 11.00% MBE, 7.00% WBE, and 0.00% SBE (18.00% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 22.16% MBE, 10.67% WBE, and 0.00% SBE (32.83% total). The standard for meeting MWSBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s M/W/SBE performance on this project was rated Outstanding for the following reasons: Prime utilized all goal credit subcontractors and exceeded the MBE and WBE participation goals by more than 1.00%. For the reasons listed, the Contractor’s performance exceeded our expectations and meets the intent and the spirit of the City’s MWSBE program.
