HPW - 20WR306 – Petition Addition (7.972) Harris County Municipal Utility District No. 61

Agenda Item#: 18.

Summary:

ORDINANCE consenting to the addition of 7.972 acres of land to HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 61, for inclusion in the district

Background:

SUBJECT: Petition for the City’s consent to the addition of 7.972 acres to Harris County Municipal Utility District No. 61.

RECOMMENDATION: Petition for the City’s consent to the addition of 7.972 acres to Harris County Municipal Utility District No. 61 be approved.

SPECIFIC EXPLANATION: Harris County Municipal Utility District No. 61 (the “District”) was created through the TCEQ in 1973, and currently consists of 534.9343 acres within Harris County.  The District is within the extraterritorial jurisdiction of the City of Houston (the “City”) and has petitioned the City for consent to add 7.972 acres of mixed land; vacant and developed, proposed to be developed as commercial property, to the District. The proposed annexation tract is located in the vicinity of Franz Road, Elrod Drive, Dusky Drive, and North Mason Road. The addition of land to the District does not release it from the City’s extraterritorial jurisdiction.

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

The District has a wastewater collection system. The annexation tract will be provided with wastewater treatment by the Williamsburg Regional Sewage Authority Wastewater Treatment Facility. This regional plant also provides wastewater treatment to Harris County Municipal Utility District No. 62.   Potable water is provided by the District.

The nearest major drainage facility for Harris County Municipal Utility District No. 61 is Mason Creek, which flows into Buffalo Bayou, and finally into the Houston Ship Channel. Mason Creek is within the Barker Reservoir watershed. The proposed annexation tract is not within the 100 or 500 year floodplain.

By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City prior to their construction.

The Utility District Review Committee recommends that the subject petition be approved.
