Summary:

ORDINANCE approving and authorizing second amendment to contract between City of Houston and THE ASSOCIATION FOR THE ADVANCEMENT OF MEXICAN-AMERICANS to extend the term of the contract and provide additional Housing Opportunities for Persons With AIDS ("HOPWA") Funds for the continuing administration of a HOPWA Supportive Services Program -  $145,677.40 - Grant Fund

Background:

The Housing and Community Development Department (HCDD) recommends Council approval of an Ordinance authorizing a Second Amendment to the Contract between the City of Houston (City) and the Association for the Advancement of Mexican Americans (AAMA), for up to an additional $145,677.40 in Housing Opportunities for Persons with AIDS (HOPWA) funding to provide supportive services to approximately 85 HOPWA- eligible households.

 

Supportive services include case management, HIV education, primary and mental healthcare, life skills training, education and employment assistance, housing information and referral assistance, legal assistance, assistance in gaining access to local, state, and federal government benefits and nutritional services.  The City provides approximately 33% of the budget for this program.

HCDD conducted a Notice of Funding Award for HOPWA contracts in fiscal year 2019, with the option to renew in one-year increments. AAMA was one of the agencies selected. The initial Contract term was from May 1, 2019 through April 30, 2020. The First Amendment extended the Contract to April 30, 2021. An administrative extension was approved on August 13, 2021, extending the Contract term to October 31, 2021. This Second Amendment will provide additional funding and extend the Contact through April 30, 2022.

 

AAMA has received HOPWA funding through the City for various contracts since 2014. As of July 2021, AAMA has expended approximately 71% of their funds and achieved 100% of their client service goal. There were no findings on the annual compliance monitoring.

 

No Fiscal Note is required on grant items.
