RECOMMENDATION:
Enact an Ordinance approving and authorizing an Interlocal Agreement for Use of Public Safety Communications Systems services and maintenance with Harris County for the Houston Airport System and setting a maximum contract amount of $892,000.00.
SPECIFIC EXPLANATION:
The Director of the Houston Airport System and the Chief Procurement Officer recommend that City Council approve an Interlocal Agreement with Harris County, Texas, for Public Safety Communications Systems services and maintenance at George Bush Intercontinental Airport Houston/Houston (IAH), William P. Hobby Airport (HOU), and Ellington Airport (EFD). The term of the Agreement is five years with two successive automatic five-year renewal terms for a maximum total of fifteen years. Either party may terminate the Agreement at any time upon 30-days written notice to the other party. City Council will be asked in the future to increase the maximum contract amount to fund the two five-year renewal terms.
The scope of work requires Harris County to provide the Houston Airport System access to the Harris County Smartzone Regional Radio System for radio communications supporting airport operations and public safety communications for IAH, HOU and EFD. The scope also requires Harris County to provide installation and repair services to radio equipment used on the radio system, including the two trunked radio sites, twenty-one dispatch consoles, and over 1,400 radio units used to communicate on the radio system. The Houston Airport System has utilized these vital services from Harris County since 2006, and this new Agreement will allow for their continuation.

A zero-percent M/WBE goal document was approved by the Office of Business Opportunity.
Fiscal Note:
Funding for this item is included in the FY22 Adopted Budget. Therefore, no Fiscal Note is required in the Financial Policies.
