Specifics Explanation:
The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve various awards, as shown below, in the amount not to exceed $342,742.00 for fittings and appurtenances for Houston Public Works. It is further requested that authorization be given to make purchases, as needed, for a 32-month period with two one-year options. These awards consist of various types and sizes of fittings, flanges, tapping sleeves, and valves to be used by department personnel to repair existing water and sewer lines or install new lines throughout the City.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Twenty-nine prospective bidders downloaded the solicitation document from SPD’s e-bidding website, and three bids were received as detailed below.

- Due to the disparity between the bids, the Strategic Procurement Division (SPD) buyer contacted the potential supplier to discuss the scope of work for this procurement. During the discussion, The Pathlight Company, LLC’s representative stated that its bid includes all cost associated with supplying the items required in the bid specifications. Based on the aforementioned, the SPD and the department are confident that the recommended supplier can provide the specified items for the price bid.
Item Nos. 13 and 35 are not being awarded. These items will be purchased on an as needed basis.

Hire Houston First:
The proposed award requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case Coburn Supply Company, Inc. and The Pathlight Company, LLC do not meet the requirements for HHF designation; no HHF firms were within three percent.
Fiscal Note:
Funding for this item is included in the FY2022 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
