Summary:

ORDINANCE approving and authorizing Master Services Agreement and a CLIENTTRACK™ Software License & Software as a Service (SAAS) Subscription Agreement between City of Houston and ECCOVIA, INC for the Houston Health Department; providing a maximum contract amount - 1 Year with four one-year options - $448,204.00 - Essential Public Health Services Fund

Background:

Sole Source for H29974 – Approve an ordinance authorizing a sole source agreement between the City of Houston and Eccovia, Inc. in the maximum contract amount of $448,204.00 for the ClientTrack™ software license and software as a service (SAAS) subscription for the Houston Health Department.

 

Specific Explanation:

The Director of the Houston Health Department and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a (1) one-year contract with (4) one-year options to renew between the City of Houston and Eccovia, Inc. in the maximum contract amount of $448,204.00 for the ClientTrack™ software license and software as a service (SAAS) subscription agreement for Houston Health Department (HHD).

 

The ClientTrack™ case management software license and (SAAS) subscription agreement is the proprietary platform to support client case management work of numerous programs and services offered by HHD.  This web-based, cloud-delivered system is critical for the continuity and capability of managing intakes, eligibility, assessments, client follow-up, and reporting the program outcomes, milestones, and metrics under the 1115 Waiver Projects Texas Healthcare Transformation and Quality Improvement Program.

 

Eccovia, Inc. formerly Client Track is the sole manufacturer and developer of the ClientTrack™ platform designed and configured in accordance to HHD’s ‘covered entity’ designation for the Health Insurance Portability and Accountability Act.

 

This recommendation is made pursuant to subsection 252.022(a)(7) of the Texas Local Government Code, which provides that "a procurement of items that are available from only one source..." is exempt from the competitive requirements for purchases.

 

MWBE Participation:

A zero-percentage goal document has been approved by the Office of Business Opportunity.

 

Pay or Play:

The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.

 

Hire Houston First:

This procurement is exempt from the City's Hire Houston First Ordinance.  Bids/Proposals were not solicited because the Department is utilizing a sole source contractor for this purchase.

 

Fiscal Note:

Funding for this item is included in the FY2022 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
