Summary:

ORDINANCE appropriating $31,336.40 out of Dedicated Drainage and Street Renewal Capital Fund - Drainage Charge and $6,795.00 out of Water & Sewer System Consolidated Construction Fund as an additional appropriation to contract between the City of Houston and CONRAD CONSTRUCTION CO., LTD for Neighborhood Street Reconstruction No. 460 (Subproject 1) (Approved by Ordinance No. 2019-0625); providing  funding for CIP Cost Recovery relating to construction of facilities financed by the Dedicated Drainage and Street Renewal Capital Fund - Drainage Charge - DISTRICT C - KAMIN

Background:

SUBJECT: Adopt an Ordinance approving an Additional Appropriation for Change Order No. 3 for Neighborhood Street Reconstruction No. 460 (Subproject 1), Granberry Street, East 10th Street.

 

RECOMMENDATION: (Summary) Adopt an Ordinance approving an Additional Appropriation of $36,281.40 for Neighborhood Street Reconstruction No. 460 (Subproject 1), Granberry Street, East 10th Street.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the Capital Improvement Plan and is required to replace existing residential streets that have deteriorated beyond economical repair and normal maintenance.

 

PREVIOUS HISTORY AND SCOPE: City Council approved the original Contract on August 14, 2019 under Ordinance No. 2019-0625. The scope of services under the Original Contract consisted of construction for concrete paving with storm drainage, curbs, sidewalks, driveways, street lighting, and necessary underground utilities. This project was designed by Cobb, Fendley & Associates, Inc. with 150 calendar days allowed for Construction. This project was awarded to Conrad Construction Co., LTD with an original Contract Amount of $1,182,117.00.

LOCATION: This project area is generally bound by East 10th Street on the north, East 5th Street on the south, Granberry Street on the east, and Heights Boulevard on the west.

ADDITIONAL APPROPRIATION: An approval is requested for an additional appropriation of $36,281.40 in excess of the original contract value and extension of 40 days of contract time for additional work described in Change Order No. 3; provide additional funds necessary to complete construction due to the additional scope of the realignment of storm boxes and work on water service line adjustments. This scope of work is necessary to complete the execution of this project due to the inspection results.  

 

The total requested appropriation is $38,131.40 to be appropriated as follows: $36,281.40 for contract services and $1,850.00 for CIP Cost Recovery.

 

The requested appropriation will cover the additional work identified.

 

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First  (HFF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Conrad Construction Co., LTD. is a designated HHF company, but they were the successful awardee without application of the HHF preference. 

 

PAY OR PLAY PROGRAM; The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor  provides health benefits to eligible employees in compliance with City policy.

 

M/WBE PARTICIPATION: The M/WBE goal established for this contract is 19.88%.  The original Contract is in the amount of $1,182,117.00.  The Consultant has been paid $1,228,525.37 (103.93%) to date. Of this amount, $289,287.00 (23.55%) has been paid to M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $1,218,398.40. According to Office of Business Opportunity, the Contractor’s to date MWBE/SBE performance is 23.47%.

 

FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
