SUBJECT: Accept Work for 108-inch Water Line Along City Easements from John Ralston Road to Bellows Falls Lane.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $32,536,071.11 or 0.13% under the revised Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Surface Water Transmission Program and supported the execution of the Northeast Transmission Line projects from the Northeast Water Purification Plant to the Water Authorities take-points for the Infrastructure Capital Improvement Plan. It was required to improve existing water distribution systems and to meet Harris-Galveston Coastal Subsidence District’s Legislative mandate to regulate the withdrawal of groundwater. The project was a combination of water line construction, public utility adjustments and pavement replacement.
DESCRIPTION/SCOPE: This project consisted of the construction of approximately 10,500 linear feet of a 108-inch transmission water line, an interconnection to an existing 84-inch water line, along with adjustments to public utilities, and pavement. Brown and Gay Engineers, Inc. and Lockwood, Andrews & Newnam, Inc. designed the project with 620 calendar days allowed for construction. The project was awarded to Main Lane Industries, Ltd. with an original Contract Amount of $32,553,957.00 and an additional appropriation of $23,632.50 for a revised total contract amount of $32,577,589.50.
LOCATION: The project is within City Easements along North Sam Houston Parkway East from John Ralson Road to Bellows Falls Lane.
CONTRACT COMPLETION AND COST: The Contractor, Main Lane Industries, Ltd., has completed the work under the subject Contract. The project was completed within the original Contract time. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos 1 - 6 is $32,536,071.11, a decrease of $41,518.39 or 0.13% under the revised Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 12% MBE and 7% WBE (19% total). The M/W/SBE goals approved for this project were 12% MBE, 5.50% WBE, and 1.50% SBE (19% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 13.43% MBE, 8.20% WBE, and 1.65% SBE (23.28% total). The standard for meeting MWSBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s M/W/SBE performance on this project was rated Outstanding for the following reasons: The Prime exceeded the contract goals and utilized all goal credit firms on this project. For the reasons listed, the Contractor’s performance exceeded our expectations and meets the intent and the spirit of the City’s MWSBE program.
