Specific Explanation:
The Interim Director of the Solid Waste Department and the Chief Procurement Officer recommend that City Council approve an amending ordinance authorizing a first amendment to the contract between the City of Houston and Arredondo, Zepeda & Brunz, LLC and Newgen Strategies and Solutions, LLC to amend Exhibit "A" Scope of Services and Exhibit "B" Fees and to increase the maximum contract amount from $485,280.00 to $570,555.00 for the implementation of the City’s municipal solid waste management plan (“Integrated Resource Recovery Plan”) for the Solid Waste Department.
The contract was awarded on July 25, 2018, by Ordinance No. 2018-059, for a three-year term and a one-year option to renew in the amount of $485,280.00. Expenditures as of August 18, 2021, totaled $483,302.30. The additional funding is required to cover the implementation of the Integrated Resource Recovery Plan, specifically around recycling in the commercial sector.
The scope of work requires the contractor to assist the City of Houston in implementing the commercial recycling program as defined in the Integrated Resource Recovery Plan (“Plan”) that consists of:
- Establishing a Resource Recovery Implementation Council (“RRIC”) to evaluate current City policies related to solid waste reductions and recycling;
- Attending and preparing the agendas for the RRIC;
- Preparing presentations in advance of the RRIC meetings that will be reviewed by City staff prior to meetings;
- Developing a protocol for establishing a baseline of commercial/institutional waste generation and recycling;
- Reviewing other cities reporting methods to make a recommendation for tracking data for the City of Houston;
- Preparing monthly reports for the Director regarding the progress of the RRIC;
M/WBE Participation:
The contract was awarded with a 11% participation goal and Arredondo, Zepeda & Brunz, LLC and Newgen Strategies and Solutions, LLC is currently achieving 13.1% of the required M/WBE goal.
Fiscal Note:
Funding for this item is included in the FY22 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
