Summary:

RECOMMENDATION from Director General Services Department for approval to issue Job Order Contract Work Order in an amount not to exceed $950,000.00 to HORIZON INTERNATIONAL GROUP, LLC for Construction Services in connection with City Hall Exterior Waterproofing

Background:

RECOMMENDATION:  Adopt a Motion approving the issuance of a Job Order Contract (JOC) work order in an amount not to exceed $950,000 to Horizon International Group LLC (Horizon) for construction services in connection with the City Hall Exterior Waterproofing.

 

SPECIFIC EXPLANATION:  On September 4, 2019, by Ordinance No. 2019-0677, City Council awarded a Job Order Contract (JOC) for construction services to Horizon International Group LLC (Horizon).  The maximum contract amount was set at $20,000,000 and the term of the contract is two consecutive years with three successive one-year terms.

 

The City of Houston established a JOC work order limit of $450,000 for construction projects. Any job order that exceeds this amount requires City Council approval. The City Hall building exterior requires extensive cleaning and waterproofing which will exceed the JOC work order limit.  To avoid delay and meet the project schedule, execution of the repair through the JOC was determined to be the most expedient, competitive approach rather than pursuing the repair through a traditional design-bid-build process. Therefore, the General Services Department (GSD) recommends that City Council approve the issuance of a JOC work order in excess of the contractual threshold of $450,000 to fund the City Hall exterior cleaning.

 

PROJECT LOCATION: City Hall / 901 Bagby Street 77002

 

PROJECT DESCRIPTION:    The scope of work includes steam cleaning/pressure washing the exterior facade and resealing of windows and joints.  It is necessary to complete the waterproofing work to prevent further water intrusion into City Hall.

 

M/WBE PARTICIPATION:  A 16% MBE goal and 4% WBE goal have been established for this contract.  To date, Horizon has achieved 12.2% MBE participation and 8.2% WBE participation.  Horizon has projects underway that are utilizing the services of its M/WBE firms.  It is anticipated that Horizon will achieve the goals by the completion of the contract.

 

CIP FISCAL NOTE:  No significant Fiscal Operating impact is anticipated as a result of this project.
