SUBJECT: Accept Work for Brazos Bridge over Smith St. and Holman St. (Deck Slab Repl.).
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $3,624,427.44 or 2.39% over the revised Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Work Order Bridge Rehabilitation Program of the Capital Improvements Plan (CIP) and was required to repair and rehabilitate the existing bridges within City jurisdiction.
DESCRIPTION/SCOPE: This project consisted of replacing the existing bridge deck slab of Brazos Bridge across Smith Street and Holman Street, which was beyond repair and needed complete replacement. The Brazos Bridge was constructed in 1969 and due to the age of the structure, the deck slab was deteriorated, delaminated at several locations and had exposed rebars. To meet the current bridge load conditions, the bridge substructure including abutments, columns supports, and steel beams were strengthened. Aguirre & Fields designed the project with 300 calendar days allowed for construction. The project was awarded to NBG Constructors, Inc. with an original Contract Amount of $3,437,065.61 and an additional appropriation of $102,753.00 for a revised total contract amount of $3,539,818.61.
LOCATION: The project area is generally bound by Elgin Street on the north, Berry Street on the south, Louisiana Street on the east and Bagby Street on the west.
CONTRACT COMPLETION AND COST: The Contractor, NBG Constructors, Inc., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 160 days approved by Change Order No. 2. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1, 2, 3, and 4 is $3,624,427.44, an increase of $84,608.83 or 2.39% over the revised Contract Amount and under the 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION:
The advertised M/WBE contract goals for this project were 12% MBE and 7% WBE (19% total). The M/WBE goals approved for this project were 10.64% MBE, 8.06% WBE and .39% SBE (19.09% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 13.35% MBE, 7.88% WBE and .55% SBE (21.78% total). The standard for meeting M/WBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s MSWBE performance on this project was rated Satisfactory for the following reasons: The Prime was able to fully utilize all goal credit subcontractors and exceeded the goals on this project. For the reasons listed, the Contractor’s performance meets the intent and spirit of the City’s MWBE program.
