SUBJECT: Advanced Funding Agreement between the City of Houston (City) and Texas Department of Transportation (TxDOT) for FM 1960 from Business Farm (BF) 1960A to east of Twigsworth Lane.
RECOMMENDATION: Adopt an ordinance approving and authorizing an Advanced Funding Agreement between the City of Houston (City) and Texas Department of Transportation (TxDOT) for FM 1960 from BF 1960A to east of Twigsworth Lane and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: Texas Transportation Code 201.209 authorizes the State and Local Government to enter into agreements. TxDOT has deemed it necessary to make certain highway improvements on FM 1960 from BF 1960A to east of Twigsworth Lane. This section of highway improvements will necessitate an existing waterline being relocated.
DESCRIPTION: This project consists of an existing waterline being relocated and adjustments made along FM 1960 from BF1960A to east of Twisgworth Lane. The waterline facilities will be owned, operated, and maintained by the City. The City shall secure all necessary permitting as required for the installation of the waterline, arrange and coordinate with the contractor, ensure access to authorized representatives to inspect the waterline construction at all times, conduct and coordinate the final inspection of the project, and maintain the job file.
LOCATION: The project area is generally bound by FM 1960 on the north, Atascocita Road on the south, Kings Park Way on the east and Timber Forest Drive on the west.
PREVIOUS HISTORY AND SCOPE: On November 14, 2018, City Council approved the original Agreement under Ordinance No. 2018-0898. The original Agreement consisted of reconstructing and widening of FM 1960 roadway from a four-lane roadway to a six-lane divided roadway with curb and gutter and a raised median. A grade separation was constructed at Atascocita Road, West Lake Houston Parkway, and Farmingham Drive. Lastly, 5-foot-wide sidewalks were put in on both sides of FM1960.
SCOPE OF THE AGREEMENT AND FEE: The agreement between the City and TxDOT entails utility relocation and adjustments made within the project location. TxDOT has submitted a total cost estimate for the relocation of the existing waterline in the amount of $1,783,002.94.
The total requested amount of $2,050,453.39 is to be appropriated as follows: $1,783,002.94 for cost of the project, $178,300.30 for contingencies, and $89,150.15 for CIP Cost Recovery.
FISCAL NOTE: No significant fiscal operating impact is anticipated as a result of this project.
ACTION RECOMMENDED: It is recommended that City Council adopt an ordinance approving and authorizing an Advanced Funding Agreement between the City of Houston and TxDOT and appropriate funds.
