SUBJECT: Interlocal Agreement between the City of Houston (City) and Memorial-Heights Redevelopment Authority (Authority) for Shepherd, Durham, and Selected Cross Streets Reconstruction.
RECOMMENDATION: Adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston (City) and Memorial-Heights Redevelopment Authority (Authority) for Shepherd, Durham, and Selected Cross Streets Reconstruction from Interstate 610 to West 15th Street and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project consists of the City’s requested improvements to Shepherd Drive and Durham Drive from Interstate 610 to West 15th Street and selected cross streets.
DESCRIPTION: The Project will reconstruct and improve Shepherd Drive and Durham Drive from Interstate 610 to West 15th Street, two parallel arterial roadways and selected cross streets, in accordance with City standards, upgrading the storm sewer infrastructure, installing new pavement and sidewalks, replacing and upgrading traffic signals, replacing water and sewer lines, as well as installing landscaping and streetscape amenities.
LOCATION: The project area is generally bound by Interstate 610 on the north, West 14th Street on the south, Lawrence Street on the east and Beal Street on the west.
SCOPE OF THE AGREEMENT AND FEE: The Authority received funds from a Federal grant for this project. The City has requested the Authority to include infrastructure improvements. The Authority has agreed to include the design and installation of 10,388 linear feet of waterline with its associated appurtenances and the abandonment of approximately 2,298 linear feet of sanitary sewer with its associated appurtenances. The City will be responsible for $3,570,590.00 for improvements to the water and sewer lines.
The total requested appropriation is $3,749,120.00 to be appropriated as follows: $3,570,590.00 for cost of the project and $178,530.00 for CIP Cost Recovery.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
ACTION RECOMMENDED: It is recommended that City Council adopt an ordinance approving and authorizing an Interlocal Agreement between the City and Authority and appropriate funds.
