The Housing and Community Development Department (HCDD) recommends Council approval of an Ordinance authorizing a First Amendment to the Subrecipient Grant Agreement between the City of Houston (City) and Local Initiatives Support Corporation (LISC), providing up to an additional $1,490,395.00 in Community Development Block Grant - Disaster Recovery 2017 (CDBG-DR17) funds, to continue services to low- to moderate- income Houston residents impacted by Hurricane Harvey.
This Amendment will support job training, education, and employment services through LISC’s Financial Opportunity Centers (FOCs) to a minimum of 800 individuals to address the skills gap created as a result of Hurricane Harvey.
Each FOC will provide one-on-one coaching to help clients navigate training opportunities, create resumes, and apply for jobs. FOCs will serve as a point of intake for skilled workers and direct them towards employers requesting their specific skill set.
The initial term of this agreement was May 1, 2020 – April 30, 2021, with a one-year administrative renewal through April 30, 2022. This First Amendment will fund the renewal period. LISC has received funding from the City since May 2020. LISC is forecasted to have assisted at least 93% of the 1,320 individuals it planned to assist in their first year.
No Fiscal Note is required on grant items.
