Summary:

ORDINANCE appropriating $11,607,000.00 out of Water & Sewer System Consolidated Construction Fund, awarding contract to GRAVA, LLC for Lift Station Renewal and Replacement; setting a deadline for the bidder's execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for testing services, CIP Cost Recovery, construction management, and contingencies relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund - DISTRICT F - THOMAS

Background:

SUBJECT: Contract Award for Lift Station Renewal and Replacement.

 

RECOMMENDATION:  Award a Construction Contract to Grava, LLC for Lift Station Renewal and Replacement and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION:  This project consists of the rehabilitation and construction of lift stations High Star, Belle Park #1, and Water Control and Improvement District’s (WCID) #78 and #94.

 

The work to be performed under this contract award is necessary to maintain compliance with Houston's wastewater consent decree with EPA and TCEQ.

 

DESCRIPTION/SCOPE: This project consists of the Rehabilitation of Belle Park #1 Lift Station, the abandonment of the existing High Star Lift Station and the construction of a new High Star triplex Lift Station along with force main and gravity sanitary sewer. Also the rehabilitation of WCID #78 Lift Station; the abandonment of existing WCID #94 Lift Station and the construction of a new WCID #94 triplex Lift Station along with limited force main replacement including manholes, bypass manholes, steel platforms, electrical and controls, concrete work, storm sewer, detention ponds, and fencing.  In addition, all 4 lift stations will require diversion pumping. The Contract duration for this project is 540 calendar days. This project was designed by IDS Engineering Group.

BIDS: This project was advertised for bidding on April 2, 2021. Bids were received on May 13, 2021.  The six (6) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to Grava, LLC, with a low bid of $9,999,565.56 and Addenda Numbers 1 and 2 be made a part of this Contract.

Testing Services will be provided by Paradigm Consultants, Inc., under a previously approved contract.

 

Construction Management Services will be provided by Briones Consulting and Engineering, Ltd., under a previously approved contract.

 

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case Grava, LLC is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 11.00% MBE goal and 7.00% WBE goal for this project.
