The Houston Parks and Recreation Department (HPARD) requests City Council approval of a Construction and Maintenance Agreement between the City of Houston and the Southwest Houston Redevelopment Authority (TIRZ 20) for the design, construction, and maintenance of Club Creek Park. HPARD also requests City Council appropriate $620,000.00 from the Parks and Recreation Dedication Fund to reimburse the TIRZ for construction costs.
The TIRZ transferred to the City 1.9 acres of land to develop a public park for the benefit of the general public. The City and TIRZ desire to enter into an agreement to outline each parties financial and operational responsibilities for the project. The City is committed to reimbursing the TIRZ $620,000.00 for the initial construction and design costs. The TIRZ will serve as project manager and is responsible for coordinating all construction and design efforts. Additionally, the TIRZ will assume all financial costs associated with ground maintenance, and City will maintain all recreation amenities. The Park site will include a parking lot with 22 parking spaces, three handicap spaces, sidewalks, a playground area, a fitness area, picnic tables, shade structures, benches, a drinking fountain, and lightning.
