SUBJECT: First Amendment to the Interlocal Agreement between the City of Houston (City) and Harris County (County) for improvements to El Dorado Boulevard.
RECOMMENDATION: Adopt an Ordinance approving and authorizing a First Amendment to the Interlocal Agreement between the City of Houston (City) and Harris County (County) for improvements to El Dorado Boulevard and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Storm Water Action Team (SWAT) Program and is required to preserve, repair, rehabilitate or reconstruct the storm water drainage asset to such a condition that it may be effectively used for its designated functional purpose. This project is part of ongoing improvements to El Dorado Boulevard which will provide installing Reinforced Concrete Pipe (RCP) for underground retention to avoid open detention in the center of the boulevard. In addition, sidewalks and wheelchair ramps will be constructed for accessibility.
DESCRIPTION/SCOPE: The overall project consists of installing RCP for underground retention to avoid open detention in the center of the boulevard. In addition, sidewalks and wheelchair ramps will be constructed for accessibility.
LOCATION: The project area is along El Dorado Boulevard between Clear Lake City Boulevard to approximately 585 feet north of Willow Shores Drive.
PREVIOUS HISTORY AND SCOPE: On March 7, 2018, City Council approved the original Agreement under Ordinance No. 2018-0170. The original Agreement consisted of improvements to El Dorado Boulevard for the construction of the remainder of the planned boulevard section (the western two lanes) including a new bridge over Horsepen Bayou. The Contractor has completed Phase I items to date.
SCOPE OF THIS AMENDMENT AND FEE: The requested Amendment is needed to include Phase II funding and to appropriate additional funds. The additional funds will allow the project to be completed.
The total requested amount of $614,250.00 is to be appropriated as follows: $585,000.00 for the cost of the project and $29,250.00 for CIP Cost Recovery. The appropriation for CIP Cost Recovery is necessary to fund project management costs but will not be charged to the District E's SWAT allocation. The $585,000.00 payment will be charged to District E's portion of the SWAT Program.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
ACTION RECOMMENDED: It is recommended that City Council adopt an ordinance approving and authorizing an Amendment to the Interlocal Agreement between the City of Houston and Harris County and appropriate funds.
