CLINICAL MICRO SENSORS, INC dba GENMARK DIAGNOSTICS, INC for sole source purchase of Respiratory Panel Tests and Consumables for the Houston Health Department - 3 Years with 2 one-year options - $577,920.00 - Grant Fund

Background:

Sole Source for P01-S29946 – Approve the sole source purchase of respiratory panel tests and consumables from Clinical Micro Sensors, Inc. dba GenMark Diagnostics, Inc. in the amount not to exceed $577,920.00 for the Houston Health Department.

 

Specific Explanation:

The Director of the Houston Health Department and the Chief Procurement Officer recommend that City Council approve the sole source purchase of respiratory panel tests and consumables from Clinical Micro Sensors, Inc. dba GenMark Diagnostics, Inc. in the amount not to exceed $577,920.00 for the Houston Health Department and that authorization be given to make purchases, as needed, for a 36-month period with two one-year options.

 

The respiratory viral panels (RVPs) and hepatitis C virus (HCV) assays will be used by the Houston Health Department's Clinical Laboratory Services Division to provide diagnosis of various types and subtypes of multiple respiratory infections and mixed characteristic infections that have not yet been established in patients under the recently initiated public health initiative. The equipment is also in use as part of the COVID-19 testing initiative.  

  

Clinical Micro Sensors, Inc. dba GenMark Diagnostics, Inc. is the sole manufacturer and provider of the proprietary GenMark XT-8 system and does not have any authorized distributors. The RVPs and HCV assays tests are only compatible with pre-existing XT-8 systems purchased by the laboratory. 

 

This recommendation is made pursuant to subsection 252.022(a)(7) of the Texas Local Government Code, which provides that "a procurement of items that are available from only one source" are exempt from the competitive requirements for purchases.

 

MWBE Participation:

Zero percentage goal document approved by the Office of Business Opportunity.

 

Hire Houston First:

This procurement is exempt from the City’s Hire Houston First Ordinance.  Bids/proposals were not solicited because the department is utilizing a sole source vendor for this purchase.

 

Fiscal Note:

No fiscal note is required on grant items.
