Summary:

RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $1,154,113.57 and acceptance of work on contract with GRAVA LLC for Safe Sidewalk Program - Work Authorization Project - 4.92% over the original contract amount - DISTRICTS C - KAMIN; D - EVANS-SHABAZZ; E - MARTIN; F - THOMAS; G - TRAVIS; H - CISNEROS; I - GALLEGOS; J - POLLARD and K - CASTEX-TATUM

Background:

SUBJECT:  Accept Work for Safe Sidewalk Program – Work Authorization Project.

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $1,154,113.57 or 4.92% over the original Contract Amount, accept the Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION:   The Safe Sidewalk Program project is part of the continuing effort by the City to construct request-based sidewalks, curbs, and ADA ramps throughout the City of Houston to meet the needs of the residents.

 

DESCRIPTION/SCOPE: This project consisted of construction of sidewalk improvements in the referenced council districts. The original Contract duration for this project was 365 calendar days. The project was awarded to Grava LLC with an original Contract Amount of $1,100,000.00.

 

LOCATION: The project was in 38 various locations

 

CONTRACT COMPLETION AND COST: The Contractor, Grava LLC, has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 365 days approved by Change Order No. 7. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Orders Number 1,2,3,4,5,6,8, and 9 is $1,154,113.57, an increase of $54,113.57 or 4.92% over the original Contract Amount. The increased cost is a result of the difference between planned and measured quantities.

M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 9% MBE and 6% WBE (15% total). The M/W/SBE goals approved for this project were 8.00% MBE, 3.00% WBE, and 4.00% SBE (15.00% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 15.69% MBE, 8.48% WBE, and 4.84% SBE (29.02% total). The standard for meeting MWSBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s M/W/SBE performance on this project was rated Outstanding for the following reasons: The Prime exceeded the awarded M/W/SBE goals for the project and utilized all goal credit subcontractors. For the reasons listed, the Contractor’s performance exceeded our expectations and meets the intent and the spirit of the City’s MWSBE program.
