Summary:

ASSOCIATED SUPPLY CO. (ASCO) - $1,620,682.00, MUSTANG CAT - $398,992.58 and DOGGETT HEAVY MACHINERY SERVICES, LLC - $330,500.00 for Street Maintenance and Earth Moving Equipment through the Interlocal Agreement for Cooperative Purchasing with the Houston-Galveston Area Council for the Department of Public Works & Engineering

Background:
The Director of the Public Works & Engineering Department and the City Purchasing Agent recommend that City Council approve the purchase of street maintenance and earth moving equipment through the Interlocal Agreement for Cooperative Purchasing with the Houston-Galveston Area Council (H-GAC) in the amount of $2,350,174.58 for the Public Works & Engineering Department and that authorization be given to issue purchase orders to the H-GAC contractors as shown below. This new equipment will be used citywide by the department to de-silt and re-grade major ditches and for maintenance of City bridges and streets. The funding for this equipment is included in the FY15 Equipment Acquisition Plan.

H-GAC Contractors:

Associated Supply Co. (ASCO): Approve the purchase of four excavators and two street drum rollers in the amount of $1,620,682.00.

The hydraulic excavators will come with warranties of three years/4500 hours on the complete units and five years/6000 hours on the diesel engine and the life expectancy is 12 to 15 years. The street drum rollers will come with a full three-year/1,500-hour warranty and the life expectancy is 15 years.

Mustang Cat: Approve the purchase of one asphalt paver in the amount of $398,992.58.

The asphalt paver will come with a full one-year/unlimited-hours warranty, a 3,000-hours warranty for years two and three and the life expectancy is 10 to 15 years.

Doggett Heavy Machinery Services, LLC: Approve the purchase of two tractor backhoe loaders in the amount of $330,500.00.

The backhoe loaders will come with a full 7-year/7,500-hours machine warranty and will have a life expectancy of ten years.

Existing units that have reached their life expectancy will be sent to auction for disposition.

Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.
