Agenda Item#: 8.

Summary:

HOUSTON ARTS ALLIANCE for the support, advancement, and promotion of the Arts for the Mayor's Office of Cultural Affairs - $40,000.00 - Tourism Promotion Fund - DISTRICT H - CISNEROS

Background:

S21-N29947 - Approve spending authority to Houston Arts Alliance in the total amount of $40,000.00 for the support, advancement, and promotion of the arts for the Mayor's Office of Cultural Affairs.

Specific Explanation:

The Director of the Office of Cultural Affairs and the Chief Procurement Officer recommend that City Council approve a spending authority in the total amount of $40,000.00 for the support, advancement, and promotion of the arts and that authorization be given to issue a purchase order to  Houston Arts Alliance (HAA).

HAA will provide professional services to  promote, support, and develop the arts at the local level ensuring a vital presence for the arts throughout communities. HAA is a non-profit charitable corporation and the City’s Local Arts Agency (LAA) and is uniquely skilled in performing the varied professional arts services for the City of Houston with a special emphasis as the grant manager of the City’s Arts Grant Program. The work of HAA encourages Houston’s development and shapes its global reputation by fostering tourism and supporting and promoting the City’s creative economy. LAAs are diverse in their makeup and have many different names and embrace a spectrum of artistic disciplines.  Each LAA, in its own way work to sustain the health and vitality of the arts and artists locally while also striving to make the arts accessible to all members of a community. In Houston, this role is held by the Mayor’s Office of Cultural Affairs and HAA is an extension delivering its services.  It remains the only local arts agency intimately familiar with the Houston art community and is the only suitable organization to provide this service.

HAA shall use the funds it receives from the City to the Advocates for a Latino Museum of Cultural & Visual Arts Complex & Archives Houston, Harris County (ALMAAHH).  The funding is being provided by Council Member Cisneros through the Council District Service Fund program.

This recommendation is made pursuant to subsection 252.022(a)(4) of the Texas Local Government Code, which provides that "a procurement for personal, professional, or planning services" is exempt from the competitive requirements for purchases.

MWBE PARTICIPATION:
