SUBJECT: First Amendment to Professional Engineering Services Contract between the City and LandTech, Inc. for On-Call Professional Surveying Services.
RECOMMENDATION: Approve First Amendment to the Professional Engineering Services Contract with LandTech, Inc. and allocate funds.
PROJECT NOTICE/JUSTIFICATION: This project will provide Professional On-Call Surveying services for Capital Improvement Projects.
DESCRIPTION/SCOPE: This project consists of various professional land surveying services to be provided on an as needed basis. The task may include, but not limited to boundary and topographic surveying, aerial mapping, encroachment investigations, GIS mapping, and other land surveying services as needed.
LOCATION: The projects are located throughout the City of Houston.
PREVIOUS HISTORY AND SCOPE: City Council approved the original Contract on April 22, 2020 under Ordinance No. 2020-0334. The scope of services under the Original Contract consisted of the Consultant providing various professional land surveying as defined by work orders.
SCOPE OF THIS AMENDMENT AND FEE: Under the scope of the First Amendment, the Consultant will continue to provide various professional land surveying services for Houston Public Works - Traffic and Drainage Operations as defined by work orders.
The total requested allocation is $275,000.00.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, LandTech, Inc. provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal established for this project is 24%. The original Contract amount totals $275,000.00. LandTech, Inc. has been paid $5,537.95 (2.01%) to date. Of the amount paid to the Consultant, $5,034.50 (90.91%) has been paid to M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $550,000.00. The Consultant proposes the following plan to meet the M/WBE goal.
