Project Location: William P. Hobby Airport (HOU)
Specific Explanation: On December 11, 2013, City Council approved a Construction Manager-At-Risk Agreement with Hensel Phelps Construction Company/CBIC Construction & Development, LLC (Joint Venture) for Roadway and Satellite Utilities Plant Project. The initial appropriation was preconstruction phase services, including but not limited to construction document review and revisions, value engineering, budget and cost consulting and developing a critical path project schedule for each phase and for the overall project.
On April 16, 2014, City Council approved Amendment No. 1 to the Construction Manager-At-Risk (CMAR) contract with Hensel Phelps Construction Company/CBIC Construction & Development, LLC (Joint Venture) to approve a Guaranteed Maximum Price (GMP) for Phase I Construction Services and appropriate the necessary funds to finance the cost of these services.
It is now requested that City Council approve Amendment No. 2 to approve the Guaranteed Maximum Price (GMP) and provide funding for a New Fire Protection System that will support the five-gate FIS facility and potential future expansion of the five-gate FIS facility.
The increased work is depicted on 30% Design Drawings for the New Fire Protection System prepared by RS&H, Inc. (previously doing business as Reynolds, Smith and Hills, Inc.) and modifications to the Satellite Utility Plant designed by PGAL.
The increase in Construction Services also included additional General Conditions costs associated with the increased scope of construction and the extension of the approved construction schedule.
Engineering Services Testing Contract: The contract for engineering testing services will be provided by GeoTest Engineering, Inc. under Contract No. 4600012367 for the Roadway (Project No. 692). No additional appropriation is requested for this Amendment.
Project Cost: The total amount to be appropriated is as follows:

M/SBE Participation: This contract has a 31.92% participation goal for the Roadway (Project No. 685), which is comprised of 23.02% MBE and 8.9% SBE. This contract also has an 18.86% participation goal for the Satellite Utilities Plant (Project No. 692), with is comprised of 7.97% MBE and 10.89% SBE to be met by the Prime Contractor (CMAR) Throughout the term of the contract. The contract goal for Preconstruction Services is 10%. Based on invoices submitted to date, participation is 15.1% on Project No. 685, 1.3% on Project No. 692, and 19% for Preconstruction Services. The CMAR is specifically tasked with maintaining the project budget, schedules, and advertising of select bid packages that provide for business opportunities within the minority contracting community, and it has awarded subcontracts in the amounts consistent with goals established for Construction Services. Additionally, the CMAR will continue to work with the HAS Office of Business Opportunity in their ongoing efforts to reach out to M/SBE firms to meet or exceed the assigned goals on this project.
FAA/AIP Grant & PFC Program: This project may be eligible for funding through the Federal Aviation Administration PFC grant program. Appropriate fund source adjustments will be made in the future if additional funding becomes available.
