Summary:

ORDINANCE appropriating $1,467,787.65 out of Water & Sewer System Consolidated Construction Fund; approving and authorizing Professional Engineering Services Contract between City of Houston and COBB, FENDLEY & ASSOCIATES, INC for a 24-Inch Water Line from Doolittle Boulevard to Sunbeam Street along Martin Luther King, Jr. Boulevard; providing funding for CIP Cost Recovery financed by the Water & Sewer System Consolidated Construction Fund - DISTRICT D - EVANS-SHABAZZ

Background:

SUBJECT: Professional Engineering Services Contract between the City and Cobb, Fendley & Associates, Inc., for 24-inch Water Line from Doolittle Boulevard to Sunbeam Street along Martin Luther King Jr. Boulevard.

 

RECOMMENDATION:  An ordinance approving a Professional Engineering Services Contract with Cobb, Fendley & Associates, Inc., for 24-inch Water Line from Doolittle Boulevard to Sunbeam Street along Martin Luther King Jr. Boulevard and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the design and construction of transmission and distribution lines to convey treated water.

 

DESCRIPTION/SCOPE: This project consists of the design and construction of the transmission and distribution lines to convey treated water from surface water facilities through approximately 11,500 LF of 24-inch water line and associated appurtenances.

 

LOCATION:   The project area is located along Martin Luther King Jr. Boulevard from Doolittle Boulevard to Sunbeam Street.

 

SCOPE OF CONTRACT AND FEE: Under the scope of the Contract, the Consultant will perform Phase II Final Design, Phase III - Construction Phase Services and Additional Services. The total Basic Services appropriation is $837,696.00.

 

The Contract also includes certain Additional Services to be paid either as lump sum or on a reimbursable basis. The total Additional Services appropriation is $560,197.00.

 

The total cost of this project is $1,467,787.65 to be appropriated as follows: $1,397,893.00 for Contract services and $69,894.65 for CIP Cost Recovery.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WBE PARTICIPATION:  The standard M/WBE goal for the project was 24.00%. The Consultant has proposed a 24.16% plan to meet the MWBE goal.
