SUBJECT: Interlocal Agreement between the City of Houston (City) and Westchase District (District) for the Citywest/Deerwood Project.
RECOMMENDATION: Adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston (City) and Westchase District (District) for the Citywest/Deerwood Project and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: The City and the District recognize the need of sidewalk enhancements, bike route enhancements and connector improvements to the Terry Hershey Trail at Buffalo Bayou.
DESCRIPTION: This project consists of providing a connector to Terry Hershey Trail through a series of improvements, reconstructing and widening the sidewalks on Citywest Boulevard, enhancing the City’s on-street bike route through Walnut Bend Subdivision with the installation of improved and properly placed signage. Along Deerwood Road, a dedicated and separated bike lane will be implemented, along with a reconstructed and widened sidewalk along the north side of the roadway, where it will be connected to the Beltway 8 sidewalk that connects to the Terry Hershey Trail.
LOCATION: The project area is generally bound by Katy Tollway on the north, Westheimer Road on the south, Beltway 8 on the east and Wilcrest Drive on the west.
SCOPE OF THE AGREEMENT AND FEE: The total cost of the project will not exceed $1,756,655.00. The District will be contributing Grant Funds in the amount of $1,040,036.00, Westchase District 380 Program will be contributing $616,619.00 and District G will be contributing $100,000.00 from the Council District Service Fund (CDSF).
The total requested amount of $105,000.00 is to be appropriated as follows: $100,000.00 for cost of the project and $5,000.00 for CIP Cost Recovery. The appropriation for CIP Cost Recovery is necessary to fund project management costs but will not be charged to CDSF.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
ACTION RECOMMENDED: It is recommended that City Council adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston and Westchase District and appropriate funds.
