Summary:

ORDINANCE finding and determining that public convenience and necessity no longer require the continued use of Masterson Street, east ± 175 feet from its western property line and Signet Street, east ± 150 feet from its western property line, both located in the Port Houston, north side Buffalo Bayou (N.S.B.B.) Subdivision, out of the John Brown League Survey, Abstract No. 8, Harris County, Texas; abandoning such streets to NP-OV HOUSTON INDUSTRIAL, LLC, in consideration of its payment to the City of $69,062.50, and other good and valuable consideration - DISTRICTS B - JACKSON and H - CISNEROS

Background:

SUBJECT:  Ordinance authorizing the abandonment and sale of Masterson Street, from the applicant's western property line east ± 175 feet and Signet Street, from the applicant’s western property line east ± 150 feet, both located in the Port Houston, North Side Buffalo Bayou (N.S.B.B.) Subdivision, out of the John Brown League Survey, Abstract 8. Parcels SY19-043A and SY19-043B

 

RECOMMENDATION:  It is recommended City Council approve an ordinance authorizing the abandonment and sale of Masterson Street, from the applicant's western property line east ± 175 feet and Signet Street, from the applicant’s western property line east ± 150 feet, both located in the Port Houston, North Side Buffalo Bayou (N.S.B.B.) Subdivision, out of the John Brown League Survey, Abstract 8, in exchange for a consideration of $69,062.50. Parcels SY19-043A and SY19-043B

 

SPECIFIC EXPLANATION:  Ben Allsop of Kimley-Horn and Associates, on behalf of NP-OV Houston Industrial, LLC requested the abandonment and sale of Masterson Street, from the applicant's western property line east ± 175 feet and Signet Street, from the applicant’s western property line east ± 150 feet, both located in the Port Houston, North Side Buffalo Bayou (N.S.B.B.) Subdivision, out of the John Brown League Survey, Abstract 8. The applicant plans to incorporate the rights-of-way into its current property to accommodate the environmental cleanup effort in the subject area and will replat the parcel for future sale and development. The Joint Referral Committee reviewed and approved the request. NP-OV Houston Industrial, LLC has completed the transaction requirements, has accepted the City's offer, and has rendered payment.

 

The City will abandon and sell to NP-OV Houston Industrial, LLC:

 

Parcel SY19-043A

8,750 square feet of right-of-way easement                                               $37,187.50

Valued at $4.25 per square foot x 100%

 

Parcel SY19-043B

7,500 square feet of right-of-way easement                                               $31,875.00

Valued at $4.25 per square foot x 100%

 

TOTAL ABANDONMENT AND SALE                                                   $69,062.50

 

Therefore, it is recommended City Council approve an ordinance authorizing the abandonment and sale of Masterson Street, from the applicant's western property line east ± 175 feet and Signet Street, from the applicant’s western property line east ± 150 feet, both located in the Port Houston, North Side Buffalo Bayou (N.S.B.B.) Subdivision, out of the John Brown League Survey, Abstract 8, in exchange for a consideration of $69,062.50.
