RECOMMENDATION:
Enact an ordinance approving and authorizing a Construction Contract with Intex United, Inc. for the Terminal A Wayfinding and Signage at George Bush Intercontinental Airport/Houston (IAH) and appropriating the necessary funds to finance the cost of these services. (Project No. 762A)
SPECIFIC EXPLANATION:
Wayfinding refers to information systems that guide people through a physical environment and enhance their understanding and experience of the space.
The Wayfinding and Signage located at George Bush Intercontinental Airport/Houston (IAH)Terminal A has reached the end of its useful life. The scope elements of this project are to fabricate and install wayfinding signage throughout Terminal A in all public areas to include Ticketing Level, Baggage Level, Subway Station, Skyway Station, Curbsides and Concourses and to finance the cost of labor, equipment, materials, tools, instruments, supplies, incidentals, supervision and transportation necessary to execute this project in HAS’s constant pursuit of the coveted Skytrax Five-Star rating.
Professional Engineering Services were provided by PGAL, one of the HAS On-Call Professional Design Services Contracts.
BIDS
An Invitation to Bid (ITB) was advertised in the Houston Chronicle on October 9 and October 16, 2020.
Six (6) bids were received on November 19, 2020. The lowest bid from SSC Signs & Lighting has been deemed non-responsive because the vendor failed to properly respond to Addendum No. 2. The bids are tabulated as follows:

After a thorough review of the bids, HAS recommends that Intex United, Inc. be awarded this contract based on their low responsive bid meeting specifications, in the amount of $653,910.00.
The term of the Contract is 260 days.

MATERIAL TESTING SERVICES CONTRACT:
Material Testing Services will be provided by Kenall, Inc, under Contract Number 4600016490.
HIRE HOUSTON FIRST:
The proposed Contract requires compliance with the City’s Hire Houston First (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Intex United, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference
PAY OR PLAY:
The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors. In this case, the contractor will exercise the “Pay” option.
M/WBE PARTICIPATION:
The M/WBE goal for this project is 24% (15% MBE, 9% WVE). Intex United, Inc. has submitted an M/WBE Participation Plan of 29% using the following subcontractors:
