SUBJECT: Accept Work for Water Line Replacement in Bellaire West Area.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $4,003,954.17 or 0.38% over the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Water Line Replacement Program and was required to replace and upgrade water lines within the City to increase availability of water, improve circulation and fire protection.
DESCRIPTION/SCOPE: This project consisted of the construction of approximately 50,464 linear feet of water lines with related appurtenances in the Bellaire West Area. Isani Consultants L.P. designed the project with 490 calendar days allowed for construction. The project was awarded to DCE Construction, Inc. with an original Contract Amount of $3,988,603.10.
LOCATION: Area 1: Bellaire on the north, Beechnut on the south, Turtlewood and Boone on the east and Belle Park on the west. Area 2: Burlinghall on the north, Main on the south. Chimney Rock on the east and Ashcroft on the west.
CONTRACT COMPLETION AND COST: The Contractor, DCE Construction, Inc., has completed the work under the subject Contract. The project was completed within the original Contract time. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No. 1 is $4,003,954.17, an increase of $15,351.07 or 0.38% over the original Contract Amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 12% MBE and 8% WBE (20% overall total). The M/WBE goals approved for this project were 12% MBE, 5.50% WBE and 2.50% SBE (20% overall total). According to the Office of Business Opportunity, the actual participation achieved on this project was 14.25% MBE, 5.63% WBE, and 2.73% SBE (22.61% overall total). The standard for meeting MWSBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s M/W/SBE performance on this project was rated Satisfactory for the following reasons: The Prime exceeded the contract goals and utilized all goal credit subcontractors on this project. For the reason listed, the Contractor’s performance meets the intent and the spirit of the City’s MWSBE program.
