Specific Explanation:
The Chief of Police and the Chief Procurement Officer recommend that City Council approve the purchase of radio communication emergency response and mobile interoperability equipment from Shrink Stoppers, LLC dba ASAP Security Services through the Interlocal Agreement for Cooperative Purchasing with Houston Galveston Area Council (HGAC) in the total amount of $2,366,241.30 and that authorization be given to issue purchase orders for the Houston Police Department (HPD). H-GAC contract number RA05-18 is effective until July 31, 2021.
As background, the City of Houston was allocated $5.5M through the U.S. Department of Justice from the FY2020 Coronavirus Emergency Supplemental Funding program. Under the direction of the Finance Department, HPD submitted an application along with the Houston Health Department (HHD) and the Houston Fire Department (HFD) for a portion of this allocation. HPD, HFD, and HHD will each be utilizing the award funds for COVID-19 related activities. HPD’s portion of the $5.5M allotment is $2.4M.
HPD's response plan is to prevent, prepare for, and respond to the COVID-19 pandemic by procuring and placing cameras in critical areas across our city. The selected location of cameras will mitigate officer shortages produced by the virus, supporting HPD's efforts to reduce increased crime, and to provide security for COVID-19 vaccination sites. It will also increase the effectiveness and productivity of HPD’s Real Time Crime Center by assisting personnel who have direct contact with the public in hopes of reducing their exposure to the virus and/or spreading it to others. Limiting the face-to-face interactions and respecting social distancing between responders and those possibly exposed is critical for containing COVID-19.
HPD’s Chief Technology Officer presented this item to the Transportation, Technology, and Infrastructure (TTI) Committee on April 1, 2021.
This recommendation is made pursuant to subsection 271.102(c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services [from a cooperative purchasing program or organization] satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services.”
