SUBJECT: Approve an Interlocal Agreement between the City of Houston (City) and Southwest Houston Redevelopment Authority (Authority), on behalf of Reinvestment Zone Number Twenty for bikeway safety and sidewalk improvements on Hillcroft Avenue, High Star Drive and Westward Street between Bellaire Boulevard and Gulfton Street.
RECOMMENDATION: Adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston (City) and the Southwest Houston Redevelopment Authority (Authority) on behalf of Reinvestment Zone Number Twenty for bikeway safety and sidewalk improvements on Hillcroft Avenue, High Star Drive and Westward Street between Bellaire Boulevard and Gulfton Street.
PROJECT NOTICE/JUSTIFICATION: This Agreement is made and entered into pursuant to the Interlocal Cooperation Act (Texas Gov’t Code Ann. Ch. 791) by and between the City and the Authority. The Authority will contribute $2,500,000.00 for the design and construction of roadway and bikeway safety and sidewalk improvements on Hillcroft Avenue, High Star Drive and Westward Street. The City will be obligated to fund all costs in excess of the Authority's contribution. The Authority will transfer the Authority Contribution to the City within 30 days following the countersignature by the City Controller.
DESCRIPTION: This project consists of providing safety roadway improvements such as signalization, landscaped buffered bike lanes, widened sidewalks, intersection improvements, improved lighting, decorative crosswalks and a shared use path as described in Exhibit A attached to the Agreement.
LOCATION: The project is generally bound by I-69 to the north, Bellaire Boulevard to the south, Renwick Drive to the east, and Fondren Road to the west.
SCOPE OF THE AGREEMENT AND FEE: Under the scope of the Agreement, the City will be responsible for the design and construction as outlined in the Agreement. The City will utilize an existing construction contract with Ally General Solution, LLC. approved by City Council on December 16, 2020 under Ordinance 2020-1088 to conduct the improvements.
Expenditures under the contract with Ally General Solution, LLC. come from the Dedicated Drainage and Street Renewal Capital Fund - Ad Valorem Tax (Fund 4046) and cause an automatic transfer of funds from the Dedicated Drainage & Street Renewal Fund - Ad Valorem Tax (Fund 2311) when invoices are presented for payment. Consequently, reimbursement to the City of eligible study expenditures from amounts remitted by the Authority will be deposited into Fund 2311.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
ACTION RECOMMENDED: It is recommended that City Council adopt an ordinance approving and authorizing the acceptance of funds for this agreement.
