AWARD: An evaluation of the bid submitted by Duke’s Root Control, Inc. indicated that the sum of the Base Unit Price and Extra Unit Price was crossed out and replaced with an amount equal to the sum of Bid Items 36 and 37. A letter from the Contractor was attached to the bid form and indicated that they were bidding on Bid Items 36 and 37 exclusively. After consultation with the Legal Department, Houston Public Works believes that the bid does not conform with the bid specifications and contains irregularities constituting material defects that the City cannot waive. Therefore, Houston Public Works is recommending rejection of the bid. It is recommended that this construction contract be awarded to Hoffman Southwest Corp., dba Professional Pipe Services (Pro-Pipe), with a bid of $739,400.00.

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Hoffman Southwest Corp., dba Professional Pipe Services (Pro-Pipe) does not meet the requirements for HHF designation; no HHF firms were within three percent.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s Pay or Play ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WSBE PARTICIPATION: No City M/WBE participation goal was established for this project due to the contract amount not exceeding the threshold of $1,000,000.00. This contract was advertised and bid prior to implementation of HPW and OBO’s joint commitment.
