Summary:

ORDINANCE appropriating $3,326,300.00 out of Water & Sewer System Consolidated Construction Fund; approving and authorizing Professional Engineering Services Contract between City of Houston and EJES INCORPORATED for Groundwater Reduction Plan Conversion Waterlines Northeast Area Group B; providing funding for CIP Cost Recovery financed by the Water & Sewer System Consolidated Construction Fund - DISTRICT B - JACKSON

Background:

SUBJECT: Professional Engineering Services Contract between the City and EJES Incorporated for Groundwater Reduction Plan (GRP) Conversion Waterlines Northeast (NE) Area Group B.

 

RECOMMENDATION:  An ordinance approving a Professional Engineering Services Contract with EJES Incorporated for Groundwater Reduction Program (GRP) Conversion Waterlines Northeast (NE) Area Group B and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the Surface Water Transmission Program and is required to improve existing water distribution systems and to meet Harris-Galveston Coastal Subsidence District’s Legislative mandate to regulate the withdrawal of groundwater.

 

DESCRIPTION/SCOPE: This project consists of the design of approximately 18,500 linear feet of 24-inch water lines and appurtenances along the Sam Houston Tollway.

 

LOCATION:  The project area is generally bound by Gears Road on the north, Sam Houston Tollway on the south, North Freeway (IH-45) on the east and Veterans Memorial Drive on the west.

 

SCOPE OF CONTRACT AND FEE: Under the scope of the Contract, the Consultant will perform Phase I - Preliminary Design, Phase II Final Design, Phase III - Construction Phase Services and Additional Services. Basic Services Fee for Phase I is based on cost of time and materials with a not-to-exceed agreed upon amount. The total Basic Services appropriation is $2,052,485.00.

 

The Contract also includes certain Additional Services to be paid either as lump sum or on a reimbursable basis. The total Additional Services appropriation is $1,115,402.14.

 

The negotiated maximum for Phase I Services is $466,920.00.

 

The total cost of this project is $3,326,300.00 to be appropriated as follows: $3,167,887.14 for Contract services and $158,412.86 for CIP Cost Recovery.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WBE PARTICIPATION: The M/WBE goal for the project is set at 24%. The Consultant has proposed the following firms to achieve this goal.
