Formal bids received January 7, 2021 for S60-L29688 – Approve an ordinance awarding a contract to Car Wash Partners, Inc. dba Mister Car Wash in the contract amount of $2,794,072.00 to provide car wash services for Fleet Management Department.
Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a three-year contract with two one-year options to Car Wash Partners, Inc. dba Mister Car Wash on its low bid meeting specifications to provide car wash services in the contract amount of $2,794,072.00 for Fleet Management Department (FMD).
The scope of work requires the contractor to furnish all supervision, labor, parts, tools, materials, equipment, supplies, facilities, and training necessary to provide car wash services. The Contractor shall provide exterior cleaning and interior general cleaning for all classes of the City of Houston’s vehicles, and shall have facilities within the metropolitan area as follows: Central, North, West, Southeast, Northeast, Northwest, Central Downtown and Central South areas.
This Invitation to Bid (ITB) was advertised in accordance with the requirements of the State of Texas bid laws. Twenty-three prospective bidders downloaded the solicitation document from SPD’s e-bidding website and two bids were received. The initial estimated quantities included in the bid were decreased after the bids received came in over the budgeted amount planned for this award. The City exercised its right to reduce the estimated quantities after bids were opened and both bidders agreed to hold the line item prices offered in their original bid. The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses, while supporting job creation. In this case, Car Wash Partners, Inc. dba Mister Car Wash does not meet the requirements for HHF designator; no HHF firms were within three-percent.

Funding for this item is included in the FY22 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
