SUBJECT: Contract Award for On-Call Neighborhood Traffic Management Program #4.
RECOMMENDATION: Accept low bid, award construction contract to DG Medina Construction LLC, for On-Call Neighborhood Traffic Management Program Construction #4 and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: The Neighborhood Traffic Management Program (NTMP) installs traffic calming devices to minimize speeding and cut-through traffic problems in residential neighborhoods. The NTMP currently has a backlog of approved traffic calming plans that are awaiting construction to increase safety of the neighborhood.
DESCRIPTION/SCOPE: This contract is for construction of traffic calming devices such as traffic circles, speed cushions, entrance/exit islands, directional islands and bulb-out islands in various locations throughout the City of Houston. Signing and pavement markings may also be required to accompany these devices. The Contract duration for this project is 365 calendar days. This is a work order based contract with work orders assigned on an as-needed basis.
LOCATION: The projects are located throughout the City of Houston.
BIDS: This project was advertised for bidding on December 11, 2020 and December 18, 2020. Bids were received on December 31, 2020. Five bids were received as follows:

AWARD: It is recommended that this construction contract be awarded to DG Medina Construction LLC with a low bid of $752,470.00.

Testing Services will be provided by Braun Intertec Corporation, Inc under a previously approved contract.
The appropriations for CIP Cost Recovery are necessary to fund project management costs but will not be charged to CDSF.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case DG Medina LLC is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WSBE PARTICIPATION: No City M/SWBE participation goal is established for this project as the contract does not exceed the threshold of $1,000,000.00 required for a goal oriented contract per Section 15-82 of the Code of Ordinances.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
