SUBJECT: Professional Materials Engineering Laboratory Agreements between the City and 26 testing laboratory companies.
RECOMMENDATION: An ordinance approving Professional Materials Engineering Laboratory Agreements with 26 testing laboratories for materials engineering testing services.
PROJECT NOTICE/JUSTIFICATION: These Professional Materials Engineering Laboratory Agreements will support the construction of Capital Improvement Plan (CIP) projects. Testing laboratories will be assigned to various projects when the construction contracts are awarded.
DESCRIPTION/SCOPE: Specific engineering testing and analysis are identified in the technical specifications contained in the construction contract assigned. Testing Laboratory companies must be accredited by the American Association for Laboratory Accreditation (A2LA) and have full-time experienced technicians certified by the appropriate institutions approved by Houston Public Works.

LOCATION: The projects are located throughout the City of Houston.
SCOPE OF CONTRACT AND FEE: Under the terms of the agreement, the testing laboratories will perform quality control of construction materials through testing. The testing laboratory will be paid for the tests performed, based on the established City of Houston Schedule of Fees approved by Director of Houston Public Works. The cost of the testing services will be included with the construction award appropriation. The term of the contract is 3 years with 2 one-year options.
M/WBE PARTICIPATION: A City M/WBE participation goal was not established for this agreement. A waiver of the M/WBE goal was submitted by Houston Public Works and approved by the Office of Business Opportunity (Attached). The scope of work is nondivisible due to the unique nature of services provided. There are ten (10) testing laboratory companies marked with an (*) as M/WBE Firms.
FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
